José Nogueira holds a degree in Sociology from the Autonomous University of Lisbon and is PhD in Public Policy from ISCTE – IUL (University Institute of Lisbon), with a thesis on disability.
Researcher, Senior Consultant, expert in Public Policy and evaluation of social impact in projects of disability, inclusion and Human Rights; he is the author and co-author of research studies, articles and other publications in those areas of knowledge. He has also participated in international projects of the OCDE, EU Institutions, OIT and the UN.
He has been speaker in international congresses, seminars and conference of prestigious organizations such as:
i) European Society for Disability Research;
ii) World Academy of Science, Engineering and Technology (WASET);
iii) International Society for Child Indicators;
iv) American Association on Intellectual and Developmental Disabilities;
v) Autism Europe Congress and
vi) Malta University (Disability Studies).
Until March 2017, José Nogueira has been Head of Cabinet of the Secretary of State of Inclusion of Persons with Disabilities.
